Consultancy Services: Analysis of Civil Society Organizations (CSOs) within the FCWC Region for Inclusion in Future IFG Activities
Terms of Reference
The project “Improving Fisheries Governance in Ghana and the Wider Sub-Region” (IFG) is a collaborative effort funded by Oak Foundation and Oceans 5. As part of the project’s mandate, it is essential to engage with Civil Society Organizations (CSOs) within the Fisheries Committee for the West Central Gulf of Guinea (FCWC) region. The purpose of this engagement is to assess the suitability of various CSOs for potential inclusion in future IFG activities.
The main objective of this consultancy is to conduct a comprehensive analysis of CSOs operating within the FCWC region. The analysis will aim to determine their relevance, capacity, and potential contributions to the goals and objectives of the IFG project. Specific objectives include:
The consultant will be required to perform the following tasks:
a. Desk Review: Conduct a comprehensive review of existing literature, reports, and databases to identify CSOs operating within the FCWC region and gather relevant background information.
b. CSO Profiling: Develop a comprehensive database of CSOs operating within the FCWC region, including their names, locations, thematic areas of focus, organizational structures, and key personnel.
c. Thematic Analysis: Analyse the thematic areas of focus of each CSO, particularly in relation to fisheries governance, and assess their relevance to the objectives of the IFG project.
d. Capacity Assessment: Evaluate the organizational capacity of each CSO, including human resources, technical expertise, networks, and financial stability, using standardized assessment tools where applicable.
e. Activity Analysis: Review past and ongoing activities, projects, and initiatives undertaken by each CSO in the field of fisheries governance, including their outcomes and impacts.
f. Stakeholder Engagement: Conduct interviews or focus group discussions with representatives from selected CSOs, as well as relevant stakeholders, to gather additional insights and perspectives.
g. Report Preparation: Prepare a comprehensive report documenting the findings of the analysis, including CSO profiles, thematic analysis, capacity assessment, activity analysis, and recommendations.
h. Presentation: Present the findings and recommendations to the IFG project team and key stakeholders, as required.
The consultant is expected to deliver the following:
a. Inception Report: A detailed work plan outlining the methodology, timeline, and deliverables for the consultancy.
b. Draft Report: A comprehensive draft report presenting the findings of the analysis, including CSO profiles, thematic analysis, capacity assessment, activity analysis, and recommendations.
c. Final Report: A finalized version of the report incorporating feedback received from the IFG project team and key stakeholders.
d. Presentation: A PowerPoint presentation summarizing the key findings and recommendations for dissemination to the IFG project team and key stakeholders.
The consultancy is expected to be completed within one month, starting from the date of signing the contract.
