The Secretariat is the executive body of the Committee and is headed by a Secretary-General, a national from one of the Member States appointed by the Conference of Ministers for a period of 5-years renewable. The staff of the Secretariat, other than the seconded staff, are appointed by the Secretary-General.

The Secretariat:
- Reports to the Conference of Ministers on the work of the Committee;
- Formulates the work program and prepares the budget of the Committee;
- Convenes, arranges and supports the meetings of the Conference of Ministers, of the Advisory Coordinating Committee and of technical meetings, and prepares the necessary documentation for such meetings;
- Implements the decisions of the Conference of Ministers;
- Provides technical assistance to any Member State having requested such assistance in writing; and
- Performs any other functions as may be determined by the Conference of Ministers.
