Secretariat

The Secretariat is the executive body of the Committee and is headed by a Secretary-General, a national from one of the Member States appointed by the Conference of Ministers for a period of 5-years renewable. The staff of the Secretariat, other than the seconded staff, are appointed by the Secretary-General.

The Secretariat:

  1. Reports to the Conference of Ministers on the work of the Committee;
  2. Formulates the work program and prepares the budget of the Committee; 
  3. Convenes, arranges and supports the meetings of the Conference of Ministers, of the Advisory Coordinating Committee and of technical meetings, and prepares the necessary documentation for such meetings; 
  4. Implements the decisions of the Conference of Ministers;
  5. Provides technical assistance to any Member State having requested such assistance in writing; and
  6. Performs any other functions as may be determined by the Conference of Ministers.
